Local PHP Host needed

Is there anyone that could host a DCache for our share group?

We need a local DCache to imporve situations if the world internet goes down.

NOTE : Having a Dcache only help people to connect. Once connected your will be issused hosts/users within the share group. The only way to drop users is if each person is modem dropped or the local network stops.

Someone with an Apache Server, would be fantastic.
